Rose cones, which are put in place to shield roses from temperature extremes, are best taken off in spring before the buds break, which is most likely sometime between now and the next week or two, depending on your weather. Once you remove them, keep the cones nearby for a few more weeks so you can put them back on in the event of unexpected cold during the spring weather.
